What is a Level 1 ASP?

Keeping Newcastle’s electrical grid running smoothly involves a team of qualified professionals. Level 1 electricians are a vital cog in this machinery. They hold an Accredited Service Provider (ASP) Level 1 qualification, allowing them to work on essential tasks within the energy distribution network.

ASP Level 1 contractors are licensed to conduct electrical and civil engineering work for underground and overhead projects. They have the skills to complete a wide range of electrical services, from minor connections to extensive infrastructure setups.

All companies and their workers and sub-contractors who wish to do design or contestable work on or near the electrical distribution network must be accredited and/or registered with the NSW Department of Planning and Environment, as well as authorised in the appropriate level and class as as Accredited Service Provider (ASP).

According to the accreditation scheme from NSW Trade and Investment which has been recognised by the Minister for Resources and Energy under clause 88 of the Electricity Supply (General) Regulation 2001, Level 1 ASPs undertake work to extend the overhead or underground electricity network or to increase the capacity of the existing network.

The Electricity Supply Act 1995 established the framework for competition in the design, construction and installation of electricity works that comprise or are connected to the electricity distribution networks in NSW.

These specialists handle the construction and maintenance of overhead and underground cabling systems that deliver power to our homes and businesses. Their expertise ensures the safe and reliable functioning of the entire network. Level 1 ASPs can perform cable laying, repairing, and maintaining, providing a strong and efficient electrical infrastructure.

It’s important to note that Level 1 electricians focus on the core infrastructure, building and maintaining the electrical network, while Level 2 electricians handle individual clients’ power supplies from the network to premises, involving underground or overhead connections to the grid. Think of Level 1 electricians as the builders and maintainers of the electrical highways, while Level 2 electricians manage the on-ramps and off-ramps to your home or business.

FAQ

Each level of accreditation has different classes that allow the ASP to complete certain jobs on or near the electricity network.

LEVEL 1 – CONSTRUCTION OF NETWORK ASSETS

  • Extend the overhead or underground network to reach a property
  • Increase the existing network’s capacity (the amount of electricity it can safely supply) – this may include high and low-voltage works, poles and substations.

Class 1A – Overhead

  • Building and/or augmenting the overhead electricity distribution network.

Class 1B – Underground paper lead and polymeric

  • Building or augmenting the electricity distribution network, where paper lead and/or polymeric underground cables exist.

Class 1C – Underground polymeric only

  • Building or augmenting the electricity distribution network, where only polymeric underground cables exist.

Class 1X – Non electrically qualified

  • The electrical trade is performed by apprentices working on or near the network under direct and constant supervision, persons engaged by a telecommunications network operator, and trades assistants such as safety observers, rescue assistants, and plant operators.

LEVEL 2 – CONNECTION SERVICES

  • Install or maintain the overhead or underground service lines between the electrical wiring on a property and the electricity network
  • Connect service lines to the network and make the connection ‘live’
  • Connect or disconnect a property from the network

Level 2 contestable works are separate from metering work and must not be completed as part of any National Electricity Market (NEM) service/work order issued for metering installations.

When a meter installer believes contestable works are required at an installation, they must provide a link to the list of level 2 ASPs to the customer or landlord of the electricity installation so works can be completed by a level 2 ASP before the meter is installed.

Class 2A – Disconnect and reconnect at the connection point

  • Required to disconnect and/or connect at the connection point – new staff require 2B and/or 2C to obtain 2A

Class 2B – Underground services

  • Connecting customers via underground service wires to the distribution electricity network

Class 2C – Overhead services

  • Connecting customers via overhead service wires to the distribution electricity network

Class 2D – Energising service equipment – including disconnect and reconnect

  • Energising and de-energising properties at the switchboard (at the network device) at the customer’s request

Class 2X – Non electrically qualified

  • The electrical trade is performed by apprentices working on or near the network under direct and constant supervision, persons engaged by a telecommunications network operator, and trades assistants such as safety observers, rescue assistants, and plant operators.

LEVEL 3 – DESIGN OF NETWORK ASSETS

  • Design of distribution network assets to be built by a level 1 ASP, including underground or overhead substations and poles.

Class 3A – Design of overhead electricity reticulation

  • Overhead distribution design works for the construction and/or augmentation of the overhead network to the customers’ installation

Class 3B – Design of underground electricity reticulation

  • Underground distribution design works for the construction and/or augmentation of the underground network to the customers’ installation

Level 1 electricians are highly skilled and can maintain overhead and underground cabling systems that deliver power to homes and businesses. Level 2 electricians, on the other hand, handle tasks such as installing new overhead service lines or upgrading your entire electrical supply network. If you’re unsure about the complexity of your project, contact Integrum Power—we’re happy to help! Integrum Power contains both level 1 and level 2 electricians, helping tackle any electrical enquiries for your residential and/or commercial property.

While Level 1 electricians are the backbone of our electrical grid, their work within residential areas is focused on infrastructure that indirectly benefits your home. This can include:

  • Upgrading network infrastructure to provide a larger supply to your home or business
  • Extending the network
  • Providing power to greenfield sub-divisions

It’s important to note that a licensed residential electrician is best suited to perform electrical work within your home. Integrum Power can connect you with qualified professionals who can handle tasks like installing light fixtures or repairing outlets in residential and commercial properties.
